Danielle and Justin also have their own articles on this from earlier this year. On April 29, 2013, Judge Mark S. Davis sentenced Huffman Earl Monk of Brookwood, Alabama, to 63 months in federal prison for bribing a Coast Guard transportation officer in Norfolk to steer overpriced and fictitious military freight contracts to his twelve brokerages. The case closed. Restitution was set at $779,549.83, the government took his house on Whispering Wind Drive, and the co-defendant, Petty Officer Nathan Allen Dunn, got 87 months. That’s not news by itself. Contracting fraud convictions out of Norfolk are a genre. What makes this one worth reading thirteen years later is what’s still sitting in the federal carrier census under Monk’s phone number.

Seven of the twelve companies named in the 2012 indictment are active in FMCSA’s registration system today. They hold consecutive DOT numbers, 2236163 through 2236169, meaning they were registered in a single sitting. LO Transportation, Crimson Express, Military Freight Haulers, Association of Government Transportation, Dayspring Transportation, Express Military Transport, and C2C Transportation all show the same phone, 205-553-8557, at Brookwood addresses, with LO Transportation still listed on the forfeited Whispering Wind street. None list an officer, a driver, or an email. An eighth company, Deployment Services Corp, shares the same phone number. Monk himself is the officer of record on three more authorities registered after he came home from prison: one with a man named Zach Dunn as co-officer, another with a Stefanie Taylor Dunn. He also runs a free online brokerage school out of Chigger Ridge Road that trains students to open their own agencies under a two-year contract with his company.

That’s the story, and it’s a records story. The court found what Monk and Dunn did between 2009 and 2011. The census shows what’s registered now. Everything in between, including every private party named below other than the two convicted men, is a documented record, not a conclusion, and I wrote it that way on purpose.

What the Statement of Facts says happened

The Coast Guard moves its heavy freight, boats, trailers, generators, and motors through the same computerized bidding system the rest of the Defense Department uses. The system is called Global Freight Management, and TRANSCOM runs it. A transportation officer at a Coast Guard logistics center enters the shipment, the system pulls bids from registered carriers and brokers, and the officer awards the load to the low bidder. Payment runs by wire through U.S. Bank’s Syncada platform in Minneapolis. In 2009, one of the two transportation officers at the Surface Forces Logistics Center in Norfolk was Nathan Allen Dunn.

Monk ran twelve brokerages out of one office in Brookwood, a coal town east of Tuscaloosa. Many of them were registered in GFM. In the first nine months of Dunn’s assignment, he awarded Monk’s companies about ten contracts. In September 2009, Monk drove to Norfolk and met both transportation officers. Shortly after that meeting, according to the Statement of Facts Monk signed on January 9, 2013, he began paying Dunn, and Dunn began awarding more loads. By February 2010, they had an arrangement: Monk paid Dunn a cut of the profit on each load, and Dunn made sure the profit was large.

The mechanics are worth spelling out because they’re the same mechanics you’d see in a stacked accessorial today. Dunn inflated the cargo dimensions so the rate went up. He added expedite charges to loads that weren’t expedited. He coded freight as requiring specialized equipment, a removable gooseneck or a step deck, when a flatbed would do. He used a system override to bypass hundreds of lower bidders and hand the award to a Monk company. Then he went one step further and created shipments that didn’t exist. On November 9, 2010, he entered a $14,161.80 Coast Guard load and awarded it to Military Freight Haulers, Inc. The next day he wired the payment authorization to Minneapolis, and U.S. Bank paid Military Freight Haulers’ account at RBC Bank in Brookwood. No freight moved. That was Count Sixteen.

The bribes came three ways. Monk gave Dunn a COMDATA fuel card funded from a brokerage account, which Dunn used at ATMs. Monk opened an account at Secure First Credit Union in Brookwood and gave Dunn a debit card. Finally, the two men opened a joint account at RBC Bank under the name BMT, for a shipping company they said they’d start together and never did. According to the Statement of Facts, Monk and his wife deposited a percentage of each awarded load’s profit into BMT, and Dunn withdrew it in Virginia. On March 7, 2011, an $11,675.64 check from Association of Government Transportation, Inc. went into BMT, and Dunn spent more than $5,000 of it over the next three weeks. That was Count Forty-Five. The government put the bribes at more than $220,000 and its own loss at more than $400,000.

Monk pleaded guilty to those two counts. Judge Davis gave him 63 months, three years of supervised release, and restitution of $779,549.83, and ordered forfeiture of the Brookwood real estate, including 11481 Whispering Wind Drive. Special condition nine of the judgment barred him from government contracting for the length of the supervision term. The supervision term is over. Dunn pleaded to the wire fraud count and to accepting a bribe, and drew 87 months on May 8, 2013.

The paper never came off

FMCSA’s registration file is the only public record of what a carrier or broker tells the government about itself, and the registrant updates it. When a company stops filing, the record goes stale, but it doesn’t disappear. The census shows LO Transportation, Crimson Express, Military Freight Haulers, Association of Government Transportation, Dayspring Transportation, Express Military Transport, and C2C Transportation with status code A (active), and the live FMCSA registration read authorized to operate for every one of them when I checked on August 28. The seven DOT numbers are sequential. The batch continues past them into numbers that aren’t in the indictment: Sheridan Transportation Systems at 2234557, Deployment Services Corp at 2248757, Highway Defense Incorporated at 2281000, Talladega Logistics at 2277760, M B Logistics at 2278282, Land Sea & Air Logistics and Centennial Transport & Logistics at 2329475 and 2329476, and Ready N Able Transport in Woodstock, Georgia, at 2237419. All but the last sit at Brookwood addresses, none list an officer, and several link to one another in groups by shared phone numbers.

The Alabama Secretary of State’s record fills in the name FMCSA doesn’t have. All seven indictment companies were incorporated on the same day, March 15, 2006, as domestic corporations classified as freight brokerages, and on every one of them the incorporator and the registered agent is Angela Monk at 11481 Whispering Wind Drive. Five of the seven carry federal CAGE codes linked to their corporate records, which means they were entered in the government’s supplier registry to bid on federal freight. The state lists all seven as still existing. Angela Monk’s name also sits on two older Brookwood corporations, U.S. Transport, Inc., formed February 18, 2003, and Transcon, Inc., formed November 9, 2004, both with a registered agent address of 12104 Covered Bridge Road. On September 21, 2012, four months after the indictment and four months before the plea, she incorporated a new company, MC2 Consultants Inc, at the Whispering Wind address, as incorporator, director, and agent. None of those eleven state filings shows up in the federal carrier record. The FMCSA officer field on every batch DOT number is blank, and Huffman Monk’s name appears in the federal file only on the two authorities he registered after prison.

Two of those phone numbers tell you where the operation was pointed. Talladega Logistics, registered in Brookwood, carries a 757 phone number. That’s Norfolk. Land Sea & Air, Centennial, and Ready N Able share a 504 number, which is New Orleans, home to Coast Guard Sector New Orleans and the Eighth District. A brokerage in a coal town in Alabama with a Hampton Roads phone number in the years the indictment covers is a record I’d have wanted an investigator to notice in 2011.

None of these records says the seven companies have moved a load since 2011. FMCSA’s inspection files show nothing on them, as you’d expect for brokerages with no trucks. What the records do say is that a network of authorities built for one purpose, bidding on military freight, was left standing after the conviction and is still standing, and that the man who built it registered new ones on top.

What Monk registered after prison

Transend LLC, DOT 3309053, is a Brookwood entity with Huffman Monk as officer one and Zach Dunn as officer two. The email is huffmanmonk@gmail.com and the phone is 205-650-9688. Marine Trucking Inc, DOT 3414791, lists a Fresno, California, address but an Alabama phone, 205-860-0208, with Huffman Monk as officer one and Stefanie Taylor Dunn as officer two. That same 205-860-0208 number sits on a third registration, Cougar Express Inc, DOT 2215508, in Jacksboro, Tennessee, and Monk is the officer on a broker authority under the Cougar Express name at DOT 3822037. He’s also a member of two more LLCs: Arafet Freight LLC in Charlotte, North Carolina, with Yaser Arafet, and MKW Services LLC in Alabama with Christopher E. Williams.

I don’t know whether Zach Dunn or Stefanie Taylor Dunn is related to Nathan Allen Dunn. Dunn is a common surname in west Alabama, and the census returns dozens of unrelated Dunns within an hour of Brookwood. The Alabama Secretary of State filings for Transend and the California filings for Marine Trucking will show who signed as organizer, and the Tuscaloosa County marriage index will show whether a Nathan Dunn born in 1982 married a Taylor. Until those come back, the two names are a co-officer record next to a convicted co-defendant’s surname, and nothing more.

TranSend Logistics Academy explains how a man with a bribery conviction keeps a brokerage network alive without putting his name on most of it. The academy, at 11180 Chigger Ridge Road, offers a free 23-lesson course in freight brokerage. A student who finishes signs a two-year contract to work under TranSend, and the pitch is that at the end of it the student starts an agency of his own. Every one of those agencies is a new registrant with a new name, a new officer, and a new DOT number, trained by Monk and contractually tied to him. In the trade that’s an agent model, and there’s nothing illegal about it. It’s also the cleanest way I’ve seen to manufacture proxies.

Why the felony doesn’t show up anywhere it would matter

Two registration systems are in play, and they don’t talk to each other. To haul or broker freight in interstate commerce, you register with FMCSA under 49 U.S.C. 13902 for carriers and 13904 for brokers. Neither statute carries a felony bar, and FMCSA doesn’t check the federal exclusion list. To bid on government freight, you register in SAM.gov and certify you’re not debarred. Under FAR 9.406-4, a debarment generally runs no more than three years. Monk’s ran with his supervision and expired with it. He isn’t on the active exclusion list because he isn’t currently excluded, and FMCSA never asked.

The Defense Freight Carrier Registration Program adds a third layer, and it decides whether any of the Brookwood paper could touch a load. The FCRP welcome package requires three continuous years of DOT authority, a SCAC code, enrollment in Syncada through U.S. Bank, a performance bond between $25,000 and $100,000, cargo insurance, a current SAM registration with the NDAA self-certification, and the credentials for the tender system. It also restricts brokers, freight forwarders, and logistics companies from handling Transportation Protective Service shipments, including accessorial 675, the signature and tally record that tracks custody on sensitive cargo. Only approved asset-based carriers can move those. The custody chain on a military load is a paper form, DD 1907, signed at each handoff.

A brokerage with no trucks can’t be an FCRP-approved carrier. It can be an interlining layer: a middleman that takes a tender from an approved carrier’s agent and hands it to a truck. Which of those two things the Brookwood network is depends on a question I’ve put to ARTRANS and haven’t yet had answered: whether the asset fleet at the other end of Brookwood is an approved transportation service provider.

The fleet at Covered Bridge Road

Alan Farmer Trucking Inc has run out of 12050 Covered Bridge Road in Brookwood since 1990. It holds DOT 589063 and MC 10473. Its website markets military freight hauling, removable goosenecks, and step decks, and says it runs more than 200 trailers. Its FMCSA census entry declares one truck and one driver. FMCSA settled an enforcement case against it in 2004 (AL-2004-0179-AL0382) for $20,350. Two litigation records are on file. Sheridan Logistics Inc, DOT 1826669, shares the Covered Bridge address, lists Matt and Richard Farmer as officers, uses tim@aftrucking.com as its email, and declares 51 drivers. Between April 2023 and August 2025, Sheridan’s trucks were inspected at roadside 17 times on bills of lading naming military and defense shippers: the Navy, the Air Force, the Army, the Missile Defense Agency, Puget Sound Naval Shipyard, Blue Grass Army Depot, the Redstone logistics readiness center, DLA Distribution Anniston, Oshkosh Defense, and Naval Information Warfare Command. Fourteen shippers, eleven states.

Sheridan’s numbers hold together. Fifty-one declared drivers, sixty distinct VINs and sixty-two plates observed at roadside across 136 inspections in 25 states since April 2024, 25 of them with an out-of-service finding. The VIN index runs from April 2024 forward; the shipper records on the bills of lading reach back a year further, which is why the military stops start in 2023. That’s a real fleet whose declared size matches what troopers see. Alan Farmer Trucking and Sheridan share three VINs on Oklahoma plates, as you’d expect from two companies at one address swapping equipment.

The Brookwood paper connects to Covered Bridge in three places, and all three are records. Sheridan Transportation Systems Inc exists twice in the census, at DOT 774280 with Richard Farmer as officer and at DOT 2234557 with no officer, both on phone 205-553-0580, and the second number sits inside the Monk batch range. Military Freight Haulers, the company that received the fictitious $14,161.80 wire in Count Sixteen, is registered with FMCSA at 12104 Covered Bridge Road, next door to the Farmer yard, and the state record shows that address was the Monks’ own before Whispering Wind: Angela Monk used it as the registered agent address on U.S. Transport in 2003 and Transcon in 2004. Alan Farmer Trucking’s own email domain, aftrucking.com, is the email on Sheridan Transportation Systems’ older registration. The Farmers haven’t been charged with anything, weren’t named in the indictment, and haven’t answered my questions yet. The record shows a Brookwood asset fleet with a documented military book of business and a Brookwood brokerage network built to bid on military freight, which have shared a stretch of Covered Bridge Road since at least 2003.

Charlotte, Brooklyn, Dayton

Arafet Freight LLC, DOT 3209088, is registered at 9037 Sanders Creek Court in Charlotte with Yaser Arafet as officer, one driver, a Houston area-code phone, and Huffman Monk as an LLC member. It was inspected four times in the summer of 2024 on two units and hasn’t been seen at roadside since. At the same Sanders Creek address sits Ha Delivery LLC, DOT 4185605, which declares 15 drivers and lists no officer and no phone. Ha Delivery has been inspected 30 times in 12 states since May 2024 on 14 distinct VINs and 19 plates, with 12 of those inspections resulting in an out-of-service order.

One of Ha Delivery’s Volvos, VIN 4V4NC9EJ1MN262755, was inspected in July 2024 on an Ohio plate registered to Astra Lines Inc of Brooklyn, New York, DOT 3410378. Astra’s officer is Shakhzod Saitov, and although the company lists a Brooklyn address, it was incorporated in Ohio at Dayton. By January 2026 that same Volvo was running for Ha Delivery in Charlotte on a Pennsylvania plate, AH72088, and by March it was on a second Pennsylvania plate, AH74652. A sister Volvo from the same Astra pool, 263788, was inspected in June 2026 on Pennsylvania plate AH69547 under Le Grand Trucking LLC of Warrington, Pennsylvania, whose officer is Suhrob Istamkulov.

Astra Lines shares six VINs with Aurora Logistics LLC of Parma, Ohio, DOT 4364389, which lists Saitov and Zhafar Dadayev as officers and was organized in Iowa. Aurora didn’t just take Astra’s trucks. It took Astra’s plates. Ohio plates PWP4807, PWU2958, and TTC1760 appear on Astra inspections in 2024 and on Aurora inspections in 2025 and 2026 with the same VINs underneath. Both companies declare one driver. Aurora has been inspected 30 times in 8 states on 7 VINs and 10 plates. The TEA network engine flags Astra and Aurora as a confirmed network on officer and equipment overlap, and Limitless Power Logistics Inc of Dayton, DOT 3853821, is in the same equipment pool. Limitless Power declares 25 drivers. Roadside inspectors have seen 104 distinct VINs and 108 plates under its DOT number in 26 states since March 2025, 236 inspections, 39 with an out-of-service finding.

Same trucks, different paper, plates moving between DOT numbers with the equipment. That’s what the industry calls a chameleon pattern, and you see it in the census and inspection records. I’m not saying who owns those trucks or who’s driving them. I’m saying that a Charlotte carrier at Monk’s LLC partner’s address is running equipment out of a Brooklyn and Dayton pool on Pennsylvania plates, and that nobody in the FMCSA record has put a name on Ha Delivery.

The Texas branch

Three Arafet-surname registrations sit in the Houston area and one in Port Arthur. Arafet Trucking LLC, DOT 4410530, in Alvin, and Atlas Shipping LLC, DOT 4532440, share an officer, Yailet Arafet Calderin. Diosdado Arafet Bustamante holds a combined carrier and broker authority as Dios Transport, DOT 4014944. ABC Transport LLC, DOT 3399974, in Alvin, declares one driver and has been inspected 46 times on 17 distinct VINs, 19 of those stops ending in an out-of-service order. RH Express LLC, DOT 4504398, in Port Arthur, declares one driver. Two more surname records turned up in the census this week and belong in the file as records only: A&A Trucking Global Logistics LLC in Cypress, officer Rocio Y Arafet Garcia, and Tefara Transport LLC in Orlando, officer Abraham Arafet Mendoza.

One 2008 Volvo, VIN 4V4N99EJ58N486700, ties three of the Texas companies together. Between January and February 2026, it was inspected under RH Express on three different Texas plates, 82X169W, 52U597N, and 95M655N. By June, it was running under Arafet Trucking on a fourth plate, XLB7565. Across the four inspected companies in this cluster, the file shows 77 roadside inspections, 36 of them ending in an out-of-service finding. In an earlier draft, I wrote that ABC Transport had three roadside inspections on military-shipper bills of lading. That was wrong. The shipper on those three stops was Daikin Comfort Technologies, an air conditioner manufacturer, and my shipper filter caught it by mistake. I’ve pulled the claim.

The comparable case, and the one that came before it

Monk isn’t the only Southern freight broker who found a transportation officer willing to sell him the bid system. In the Middle District of Georgia, Christopher Whitman of United Logistics in Albany was prosecuted for paying about $800,000 in bribes to Defense Logistics Agency officials at Marine Corps Logistics Base Albany between 2008 and 2012, on freight that grossed United Logistics roughly $37 million. The indictment in that case, 1:14-cr-00001 in Albany, describes the same accessorial stacking: unnecessary expedites, inflated dimensions, specialized equipment codes on ordinary loads. Two more Hampton Roads cases, Frankie Hand in Norfolk in 2011 and the Hardman and White prosecution at Military Sealift Command in Chesapeake in 2014, ran on the same logic. A freight buyer with award authority and a broker with the margin to share is the whole recipe.

Monk also had a history before any of it. In August 1997, Huffman E. Monk and Sherri D. Monk filed Chapter 7 in the Middle District of Georgia at Macon, case 97-53646, before Judge Robert F. Hershner Jr. It was a no-asset case with five lien avoidances granted, and it was discharged that November. It predates the Coast Guard scheme by twelve years, and by itself it means nothing. It’s in the file because the petition will carry an address and a creditor list that may explain how a Georgia bankrupt ended up running twelve brokerages in Brookwood a decade later.

The readiness question

Everything above is a compliance story until you put it next to what the Defense Department actually needs from the highway. In the surface freight security assessment I prepared for the NDTA surface force projection meeting in May, the number that matters is the pool: roughly 400 registered commercial carriers, and the hundreds of subcontractors and owner-operators underneath them, move somewhere between 300,000 and 4,000,000 military and government loads a year. That fleet carries a JLTV to the seaport and a generator to a Coast Guard station. A transportation officer tendering a load has a list of approved carriers and a bid screen, and Dunn manipulated the bid screen.

The system has four layers, and the failure is in the third one. The first layer is the rule set, and it’s specific: FCRP’s three-year authority requirement, the broker bar on protective service shipments, the DD 1907 custody chain. The second layer is failure to follow those rules. Some of it is criminal and gets prosecuted, and Monk, Dunn, and Whitman are the proof. Most of it is not criminal at all. It’s a felon re-registering under 13902 with no check against SAM, a brokerage holding itself out as a hauler, a carrier declaring one driver while inspectors log seventeen trucks. The third layer is correction and removal, and that’s where the system stalls, because a carrier moving hundreds of loads a year looks like throughput, and cutting throughput looks like cutting readiness.

That reading is backward. Throughput from a compromised carrier surface isn’t readiness. It’s two exposures stacked on top of each other. The first is posture: a movement plan built on carriers whose declared fleets don’t match their observed fleets is a plan built on capacity that may not exist when you need it. The second is custody. On a load tendered to a registrant with no disclosed officer, no disclosed drivers, and a tractor whose plate was on another DOT number last quarter, TRANSCOM doesn’t know who has the freight between the DD 1907 signatures. That’s not a paperwork gap. It’s an intelligence gap on the Department’s own cargo, in motion, on public roads.

The displacement capacity already exists, and the records in this piece show it. Alan Farmer Trucking markets 200 trailers of heavy haul out of Brookwood. Sheridan Logistics declares 51 drivers and shows 60 trucks at roadside, which is a fleet whose paper matches its steel. Set that next to a Dayton carrier declaring 25 drivers and showing 104 trucks, or an Alvin carrier declaring one driver and showing 17. Removing the second group doesn’t cost the Department capacity. It moves the freight to fleets whose identity, equipment, and price can be verified, at a market rate instead of the stacked rate the Norfolk and Albany cases documented. The reason this matters is blunt: every dollar Dunn added to a Monk load in 2010 came out of a readiness budget, and every truck in the census today with a fake fleet size is a truck that may not show up.
